This looks like a Square-1 and is meant to behave like Square-1 except:
The two middle pieces allow small blocking tabs to be inserted into slots. These tabs create internal blocks. Some of the outer pieces are designed so they can move over the blocking tabs. The rest can't be moved over these positions.
This puzzle was designed as a combination of Square-1 and the nightmare cube which also implements a concept of internal invisible blocking.
With a set of different pieces and tabs several different variants of this puzzle can be created.
