I hope the pictures can explain. In the first one, it shows a face. In the second, it shows which circles are attached to which layers. The face from pic 1 is now R.
If you turn the gray layer, the gray pieces move. If you turn the green layer, only the green pieces move. (including the circle) If you turn the yellow layer, only yellow pieces move. (including circle) If you turn the blue layer, B, the blue pieces move (including circle)
I think it would make an awesome puzzle if built
