I don't think he was.
I don't know of any mention of him being there. If he had been there I'm sure a big deal would have been made of it.

Three weeks earlier he began a short stay in Savannah, Georgia, and I see no reason for him to go to Gettysburg afterwards.
Also, I've turned up no mention of him leaving Confederate-controlled areas for the Union-controlled area of Pennsylvania at that time.
