The photo clearly shows pairs of colours so it certainly isn't 20. I guess who ever solved this (Thomas?) didn't know or didn't care that the usual arrangement is for the same colours to be opposite.
For what it's worth, the easiest way to solve these is to group the triangle tiles with their correspondingly colored central triangle (the ones with the three tiles on them). Once this is done (as shown in the picture above) you can solve the reduced puzzle like an orientationless comers-only Megaminx / Impossible / Kilominx. The puzzle is only a few minutes from being put back in the original color scheme.
