Its not hard to mod one into a regular cirle cube. Go for the Mercury. Then only one face needs to be modded.

I am wondering though, say I wanted to make a 3x3x5 from one of these (making circles move on their own), what is better locked cirlces or moving?

certainly locked, as in 'circles turn with faces'. (sorry, I'm not that familiar with circle cube terminology)
I remember someone made a normal circle cube and a 'cubic cross cube' from two crazy cubes. (the cubic cross cube required center modding.)

When I made my 3x3x5 I used a mercury, which was easily modded with just a bit of tweaking.

I also bought 2 cheapo 3x3s (I think about $3 each) and salvaged the corner pieces to use as the extensions.
