I know the answer now, but I really don't want to spoil it.
I hadn't seen this iteration of the puzzle, but I had seen many like it.
My grandmother had one with little cartoon Indians on a wheel. If you turned the wheel to one position there were 13, another there were 12.

Ahhh, finally figured it out. This had been bugging me for a while, and with the bigger picture i was able to get it.
