It's more of a puzzle with two separate goals than a puzzle with two solved states.
Now we could determine how many different Permutations with "solved goal" are there, which lead to an interesting scheme.

And the next step could be to apply the exensions not only to one dimension but to three dimension and build 8 Cubes with would be put together to an 7x7x7.
