Wayne, somehow I think it's not made from skewb. I vaguely remember seeing a patent for it, most probably russian. Maybe Tom Lohe can help with that? The beauty of the puzzle is that all elements of it have the same form and shape.
Vadim, don't you see an end of the line for this puzzle?

It has to be made from a pyraminx, white plastic and deep cuts. The four faces were built up to form four corners and the pyraminx tips were made into the other four corners.
Very clever!

Jaap is right. It's based on Rubik's Ufo. This puzzel has vinyl stickers. Size 2.5x2.5x2.5 in (6x6x6 cm)

I tried to cut a cube so that at rotation the form of a cube was kept. And to my surprise I have found as to cut a cube that its each side looked equally. And this cube had 12 parts as well as Rubik's Ufo. My first variant has turned out very much greater, nearby 3 ". Then I have reduced it up to 2,5 ".

Maybe you remembered SU1253658 with similar cuts but other mechanics ?
