I forgot to note: To get the most symmetrical design I made the image just large enough to have the outer circles centered where the outer pieces meet.
I had a slightly smaller version where the inner circle stayed in the area of the pieces, but it meant the outer circles were centered closer.
The advantage of the more symmetrical version is of course the visual balance of many pieces being identical but for rotations, but this is also its disadvantage: There are six pairs of pieces (e.g. the two bottom most pieces) that can swap with the symmetrical design that would have been distinct with the smaller version.
One of the nice things about using the tortoise shell is that otherwise identical pieces can be distinguished based on how I configured the puzzle: The top circle is the lightest, the left bottom darkest and the right bottom is in the middle. So for each pair of "identical" pieces you can distinguish them by how light or dark they are.
