Does this use a masterball mechanism, a square-1 mechanism, or something completely different?

Bravo. What an elegant mod  If the mechanism is fully contained inside the middle layer and the corner pieces just rotate around it, then it should be theoretically possible to divide the top and bottom into any number of regions!!!

That is a pretty awesome mod. Is the mechanism of the slim tower a 2x2x1 with a square-1 mechanism on the 2x2 part? If it is, I may build it myself, when I get round to building something.
